Question:
So my 2017 Ford Explorer does not have the Factory Tow Package, but I did check and it has the plug for the brake controller under the dash. How can I tell if I can plug in a 7 wire tee connector harness in the right rear fender well connector and have the proper wiring?

According to the folks at Tekonsha, you'll want to use the # 118272 7-way connector that you'd looked at. The harness is compatible with all models of the 2017 Ford Explorer, but you might need to install some fuses in the fuse box under the hood and in the passenger compartment if they're missing in order to fully activate the tow package.
For the 12-v power feed to the trailer connector, you'll need to install a 30A fuse in location 27 and a relay in location 37, if there isn't one there already. The M-case fuse is available from an auto parts store, but you might need to see the dealer for the necessary relay.
To activate power to the brake controller plug under the dash, check location 46 for a 30A J-case fuse and install one if it's missing. In the fuse panel in the passenger compartment, make sure there's a 5A fuse installed in location 4. This panel is located under the dash to the left of the steering column.
I see you'd looked at the Redac Tow Pro Elite brake controller, part # RED44FR which would be a great choice. You'll also need the # RED87FR Ford-specific brake controller wiring harness which would allow the controller to plug into the connector you've located under the dash. The control knob can be installed in an un-used switch knockout on the dash, if one's available or if if you mount directly through the dash or console, the included mounting bezel would make for a professional looking installation.
