What would you recommend for a new 12v fuse panel, and a new battery charger for my 1977 Airstream Excella?

I recommend the Progressive Dynamics Mighty Mini AC/DC Panel and Converter/Smart Charger - 60 Amp # PD4060K which allow you to power your DC components with AC Shore power or the onboard batteries in your 1977 Airstream Excella, and the included Smart Charger will automatically charge Lithium, or Lead Acid batteries as needed when plugged into shore power.
