Woult it fit Thule 2”trailer hitch. Original Thule lock is very expensive.

The threaded insert in the shank of a Thule bike rack is threaded in such a way so that only their SnugTite # THSTL2 lock will be compatible. The rack manufacturers do this so you'll need to purchase their proprietary hitch locks will work with their products.
