When the Curt T-connector 7 way item #C56431 is installed on a 2019 Ford Ranger does the factory installed 4 way connector still function?

Yes. The Curt # C56431 tees into the existing factory wiring and will leave your factory 4 way connected, so you'll still have the ability to use that for towing as well. I've linked the installation video of this harness for you to have a look at, which shows how this all works.
