Does the Replacement Mounting hardware Kit for Westin R5 5 include the black brackets with the 2 studs sticking out? That is the part that connects the nerf bar to the hanger.

I have checked with Westin Automotive, and have found that the # 28-5103PK replacement hardware/bracket kit for the Westin R5 Nerf Bars # 28-51030 does indeed include the adapter plates you speak of, as shown in the provided diagram.
I've linked to a product install/demonstration video showing the # 28-51030 R5 Nerf Bars being installed on a 2018 Chevy Silverado.
