Does the jay low kayak carrier fit Rhino 2500 heavy duty crossbars?

Yes the Yakima JayLow Kayak Carrier w/ Tie-Downs part # Y04073 will work with the Rhino Rack 2500 Series Heavy Duty Crossbars. The JayLow will accommodate bars up to 1-11/16" in thickness and the 2500 Series bars are 1-1/2" thick.
