I checked with the manufacturer, Yakima, for you, and can confirm that the Yakima MegaWarrior Large Roof Rack Cargo Basket # Y07080 is a fit for the factory roof rack on your 1999 Toyota Land Cruiser.

I do recommend locking the basket to your Land Cruiser to help protect your gear as well as the investment you made in the cargo basket. To do that you will just need to add the Locking Brackets with SKS Cores for Yakima Warrior Series Roof Cargo Baskets # Y07064.
