The boat trailer rollers like Yates # YR8244-105EC do not have a steel tube on the inside. They do have nylon bushings at either end but the rest of the roller is solid rubber. I have included a link to a video review of the roller for you.
For a shaft and pal nuts for this roller use # CE10725A. For a mounting bracket you could use # CE32004G or # CE10303G.
