The red light on your Tekonsha Voyager Trailer Brake Controller - 1 to 4 Axles - Proportional # 39510 shows that your unit is not leveled correctly for in the inertia sensor to work as designed. There is a process outlined in the attached video that shows this and I've also attached the installation instructions to assist.
