Can this box be mounted on the trailer outside frame in the weather elements for does it need to be in an enclosed trailer for protection?

The Bright Way Push-to-Test Trailer Breakaway Kit # 3802346 was designed to attach to the outside of a trailer frame like you asked about so it would work well for you. It is weather proof so that it would do fine as long as you didn't submerge it under water.
