Yes you can use motorcycle carrier like the etrailer.com carrier part # e98873 to carry an e-bike if you wanted to. It has more than enough capacity and as long as you strap it down like you mentioned you'd be fine.
For ratchet style motorcycle straps you could then use the part # EM05710.
