Will the Hollywood hr3500 be suitable for a carbon road bike with 700x28 tires. I will also be carrying a eBike with 700X32 tires

Yes, both your carbon road bike with 700 x 28 tires and e-bike with 700 x 32 tires will work and fit great on the Hollywood Racks TRS 2 Bike Platform Rack # HR3000.
Both of those sizes fall within the maximum range of 20" to 29" wheels and 4.5" wide tires. This is a wheel-mounted rack so it won't make any contact with your carbon frame bike and it has a capacity of up to 50 lbs per bike.
The only other thing I recommend is adding security with the Anti-Rattle Hitch Lock and Cable Lock # HRLHPTC.
