Trailer tire and wheel packages like the Kenda Karrier ST225/75R15 Radial Tire with 15" White Spoke Wheel - 6 on 5-1/2" - Load Range E # AM32680 do come with the high side of the tire matched to the low side of the wheel, but when it comes to balancing trailer tires, it's really not necessary. Trailer tires are designed to be load bearing, so they don't need to be balanced in the same manner that an automotive tire would; you can still get them balanced if you feel the need, but it's not really necessary since they're not doing anything except supporting the load of the trailer. So you will be able to just install them onto your trailer as is and get on the road.
If you can tell me the bolt pattern of your wheels, I can help you locate a compatible wheel/tire combo for your trailer.
