Is the 2011 the same as the 2013? Light blue wire near spare tire?

The 2nd generation of the GMC Sierra ran from 2007 through 2013, so it's likely the wire location and color are the same. You'll want to test the wire just to be sure though.
That being said, I would actually recommend tapping into the dedicated brake light wire located up under the dash and to the left of the steering column. You will find a bundle of wires held together with a white tag. There will be an orange wire that is the Center High Mounted Stop Lamp wire (CHMSL), which is the wire I recommend using. This way, your connections will remain dry and away from the elements, making them less likely to corrode.
Once you locate your CHMSL wire, route a wire from there, through the firewall, under the truck, and over to your camper shell or canopy.
