As a first step, make sure you are using the correct Bearing Buddy Bra for your application. The # BB23B you mentioned is sized to fit Bearing Buddies that fit hub bores ranging from 2.240 inches to 2.562 inches, or model #s BB2328, BB2328SS, BB2441, BB2441SS, BB2717, BB2717SS, BB2562, BB2562SS, BB2240 and BB2240SS.
Applying a very very small bit of grease (I am talking tiny) to the outside of the Bearing Buddy will allow the bra to slide on easier. While sliding the bra into place, any air that is trapped will be forced out around the bra.
