I have a solution that I think would work well for you but all of the roof vents we offer for RVs do use either remotes or controllers on the assembly itself. The MaxxFan Plus Roof Vent # MA00-04500K though comes with a wall mount for the remote though so you could leave the remote in the wall mount and you'd basically have a wall mount controller.
If you check out the picture I attached you can see the remote being held in the wall mount.
