In order to flat-tow a 2009 Chevrolet Silverado 2500 4x4 with all four wheels down you won't need to remove any fuses per the owner's manual. The Chevrolet Silverado is one of the easier vehicle's to flat-tow simply due to the lack of additional components/procedures needed to set the vehicle up like pulling fuses etc. I have attached a list of parts you will need below as well to complete your setup.
