I would like to know if this will work with a trailer with surge breaks. My current trailer has a hard break line in the tongue.

You can use a fold-away hinge kit with a surge coupler but you will need to replace the hard brake line with a flexible hose like # T0777300 that you have referenced.
For fold-away drum brake applications use # T4839000. For a 3 x 4 inch tongue use 2 adapters # T4842100.
