The Stromberg Carlson Folding Handrail # AC-544 is not a fit for any specific year, make or model of trailer, but there is no reason it wouldn't work on your 2019 Jayco Whitehawk. The only thing you need to make sure is that you have a wall stud or blocking behind the door of your RV; if so, this handrail will work just fine.
