The Rhino-Rack T-Load Hitch Mounted Load Assist and Support Bar # RTL002 that you referenced is designed to be used with an existing roof rack crossbar system or bare roof carrier, which aren't included with the kit.

If you want to go with a more permanent setup to use with the T-Load the best route is with a crossbar system. If your Silverado has the Crew Cab I recommend the Rhino-Rack Vortex Crossbar System that consists of # RRVA150S-2 for the two 59" Vortex Crossbars in Silver or # RRVA150B-2 for Black, # RRRLKVA for the Mounting Legs, and # DK377 for the Custom Fit Kit.

I have attached a sample install video that you can check out as well.

Now if you are just wanting the Rhino-Rack T-Load System for kayaks and you don't really plan on using a roof rack system for other purposes, a much more economical option would just be to add a foam block carrier like the Malone # MPG152. The foam blocks will simply secure to the bare roof on your Silverado to provide support for the front of the kayak. Tie-down straps are also included.

There isn't a single foam block kit available like the Malone Kayak Carrier # MPG152 that includes the necessary tie-down straps, however it can be easily pieced together. You can use part # MPG158 for the single foam block, part # MPG306 for the Bow and Stern Tie-Down Kit, and part # MPG307-15 for the Cam Buckle Load Straps.
