Can I enlarge holes in the frame with a step bit as part of this 2019 Subaru Crosstrek hitch installation? Also are there bike racks for my fat bike you'd recommend for my Crosstrek?

Yes, you can use a step bit to open up the frame holes and will want them wide enough to fit your spacers through as a good measure for when you've drilled enough. I have included instructions and a very detailed video that starting at 2:25 shows how this is done in order to install the Curt # C13382.
I'm a big fan of the Kuat Transfer 1 Bike Platform Rack # KU64FR that can support bikes up to 60lbs with a 50" wheelbase and up to 4-1/2" tire widths with the #APBK adapter, so this is a perfect choice for fat tired bikes. The Transfer mounts your bike by the tires with ratcheting hooks and straps so no frame contact is made and the step through design makes loading heavier bikes easy after a long ride. Finally the rack tilts allowing you access to your Crosstrek hatch, even with your bike loaded.
