My sewer hose storage is a 4inch PVC pipe. Will the clamps fit inside this pipe?

The clamps on each end of the Camco HTS Super Heavy Duty RV Sewer Hose # CAM39901 feature an overall diameter of exactly 4.39" (at its widest point). You might be able to angle the clamps in a manner to fit you're 4" PVC storage container, but it's not going to slide right in without some maneuvering.
Your best option is likely going to be with a 15 foot hose like the Camco # CAM39661 that doesn't include the clamps already mounted. This would have no problem fitting your storage container.
