There's a rocker switch on the side of the 12-Volt Heater and Defroster # PTW5009 that you referenced that allows you to pick heat or fan. If you rock the switch towards the word "heat" it will put out heat and defrost your windshield.

The fan of the # PTW5009 is designed to run in the heat and fan position. In both settings the same fan speed should be running. If your fan isn't running in the heat mode that would indicate it has a problem.
