From what I was able to determine, it looks like the total dry weight of your 1994 Layton Skyline 19ft 5th Wheel is 3321-lbs and with tandem axles, they would likely be 2000-lb capacity. Because leaf springs tend to flatten out as they get older and more worn out (making them longer), you're going to find that your measurements aren't the exact length of springs you'll use; it's most important to get close to the length while using the correct capacity and mounting style.
With the information you provided, it looks like the appropriate replacement springs for your trailer are the Dexter Axle Double Eye Leaf Springs # 072-017-00 which are designed for 2000-lb axles and are 21" long.
