what is the recommended procedure to curl over the rivets ends once installed on hitch?

There are a number of tools you can use to secure the rivet on the Repair Kit for Titan Couplers and Trailer Brake Actuators part # T1848700 but the manufacturer does not provide exact instructions for this. That said, if you take a trip to your local hardware store you can pick up a handheld rivet fastener set to get the job done. The job entail placing a punch tool inside the rivet end and then hammering that in to curl the ends out.
It looks like we had another customer with a similar issue and what they did was drill a hole in the end and then install a cotter pin so that may be an option for you as well though riveting will be best.
