Does the black ground/negative wire have to be returned to the battery or can it be grounded to the rv frame.

The black ground wire from the The Lippert Components Power Stabilizer Trailer Jack # LC298707 needs to be grounded to the negative side of the battery not the trailer frame. The red wire needs to be connected to the positive side of the battery via a 20 amp breaker. I have attached wiring diagrams that will help you with installation.
