Can you please advise the differences between these Thule 2-bike hitch racks. In your opinion which of us best value, easy to install and remove from a 2017 Toyota Prius Two - 4dr Hatchback with a Draw-tite trailer-hitch Part# 24966?

The primary difference between the # TH9028XT Vertex and the # TH9024XT Apex is that the Apex features some improved features like an easier to use locking/anti-rattle system and an upgraded and easier to use cradle system. The upgraded locking system would certainly make the Apex easier to install than the standard threaded hitch pin used by the Vertex.
Either rack would work well for you, but the Apex would be easiest to use, especially given its tool-free locking system. Your best choice would depend on if you find the upgrades offered on the Apex to be worth the price differential.
The Vertex has recently been discontinued by Thule.
