can I get a C45070 with a ball installed?

For the Curt Ball Mount (4" Rise and 6" Drop) # C45070 that comes with a hitch ball you can use part # C45065 for a 2-5/16" ball or # C45064 for a 2" ball.
Both options feature the same 7,500 pound towing weight capacity. Just keep in mind that the hitch ball does come pre-torqued from the factory with the unit in the drop position. It will require a bit of force to remove the ball so that you can flip the mount but you can certainly do this if needed.
Otherwise you can simply order the Curt Ball Mount # C45070 you referenced with separate hitch ball such as the 2" # 63845 or the 2-5/16" # 63847.
