Question:
I Purchased A used 3 axle boat trailer and the disc assemblies looked like they were in bad shape so I replaced all of them with Kodiak stainless steel calipers and rotors. I filled and bled the system and everything worked great for about a month. Now, no brakes but if I pull the breakaway pin as I did when I was bleeding the system, I can hear the actuator running but it is not closing the calipers. I do not see any fluid on the wheels and fluid is still full.

It sounds like your trailer's breakaway system is functioning correctly in that when you pull the pin you can hear the EOH actuator's pump motor running. Since the new braking system worked properly for a period of time and since you see no fluid leaks it sounds like the most likely cause for the brakes not working is the actuator itself. If you are now using a different vehicle and/or a different trailer brake controller that unit may need to be reset for operation with an EOH actuator; please note that not all brake controllers are compatible with EOH actuators like the one in kit # T4813102.
If nothing else in the towing setup has changed then I recommend trying a new master cylinder cap # T4830600 in case the issue is related to an air leak.
