Is welding required to put this kit on

It is recommended that the spring pads be tack welded in place when installing the Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00 to avoid the axle slipping but aside from that there is no other welding. I have attached the installation instructions and a cutout showing this part of the instructions for you to check out.
