I want to flip the Axle to under the springs. Does the new seat have to be welded?

Yes when you do an over-under kit you have to weld the seats to the axle for it to be installed properly.

It is recommended to tack weld the new spring seats into place but a complete weld job is not required when installing the over-under conversion kit # K71-385-00.

Yes, if done properly you could use JB weld to attach the spring seats of the Dexter Trailer Springs Over-Under Conversion Kit #K71-385-00 to your axle.

The bend in an axle (the top of the arch) should be at the top of the axle so that as the trailer load is placed on the axle it flattens out. The spring seats #TRSS238 should be welded to the underside as shown in the linked diagram.
