The #17 nut that you are referring to for your Aero-6000 actuator (similar to part # T63FR) looks like it simply helps to keep the latch in place. If you are having problems with your brakes dragging and overheating then either your disc brakes/caliper need to be cleaned, your breakaway cable has been activated, or the internal components of your actuator are needing replacement.
If you check your brakes/calipers and breakaway cable isn't activated then the only internal components that are still available are the Master Cylinder # T4395100 (you have to remove the check valve) and the Replacement Damper # T4502000. I'm not sure if replacing either of these would fix your issue so I actually recommend replacing your whole coupler with part # DM8669113 which has a similar design and fits a 2" hitch ball like your older coupler. By using a newer surge brake actuator you can rest easy that replacement parts will be easier to find in the future.
