What Weight Capacity Does Hitch Cargo Carrier Count Against on Tow Vehicle

so when using a HITCH CARRIER like e98874 - does the weight count against the load capacity of the actual truck, or is the weight now considered like a tow weight ? i have a 2015 TOYOTA TACOMA DOUBLE V6 TRD with a ARE shell on the bed

The weight of the 24x60 etrailer Cargo Carrier # e98874 and it's contents counts against the tongue weight capacity of the hitch it is installed in. If you have the towing capacity but not the tongue weight capacity you can still determine this as the tongue weight capacity is 10 percent of the total trailer weight.
