I have a short or grounding problem. Works most of time but may get a spark coming from bottom of housing. How do I trouble shoot it?

Honestly that sounds like a jack that needs to be replaced. If you are seeing a spark coming out of the bottom of it that would indicate it's not safe. Especially around propane tanks!
My favorite powered jack to recommend is the Stromberg Carlson # SC63VR as it shuts off automatically before topping or bottoming out. Other jacks will allow you to go too far with the jack but in doing so you damage the threads of the screw.
It has a lifting capacity of 4,500 lbs which would be more than you'd need but will ensure that the jack will operate quickly and last a long time.
