The easiest way to add reflectors to the 24x60 etrailer.com Cargo Carrier # E98874 that you referenced is going to be with conspicuity tape like part # RE18T. This gives you a reflector sticker that gives you overall dimensions of 18 inches by 2 inches that you can cut down to whatever size needed.
