Just curious first time towing, is the brake controller supposed to flash power level when brake pedal is pressed with no trailer hooked up

Yes, the output settings on the Curt TriFlex Trailer Brake Controller part # C24VV will flash when the brake pedal is pressed or the manual control is actuated without a trailer attached. This is further explained on page 5 of the owner's manual which I have attached a copy of for you.
