Does this tool box bolt to the trailer, or does it require welding?

The RC Manufacturing T-Series Trailer Tongue Toolbox - A-Frame - Steel # 313-TM362016M is just the steel box. Most people drill into the bottom of the box to hold the box to the trailer frame with self-tapping screws like # WLS100.
You can weld it if desired, but that is not how most choose to attach the box to their trailer frame.
