Would this swing away adapter work for a hitch cargo carrier, such as the one etrailer sells, #63153?

Yes, the Yakima BackSwing Swing Away Hitch Extender part # Y02483 can be used with the Reese Cargo Carrier part # 63153 or any cargo carrier for that matter so long as it has a 2" shank. However, using the Yakima BackSwing will reduce your hitch's tongue weight capacity by 50% so that is something you will need to keep in mind. The same can be said for pretty much any adapter/extender in regards to hitch mounted accessories.
