For your 1999 Ford F-350 Super Duty Long Bed, the Reese Quick-Install Custom Base Rails and Installation Kit, part # RP50082-58, is the correct installation kit to install a fifth wheel hitch in the bed of your truck.
The measurement you will need to start the installation of the base rails in your truck bed is from the rear edge of the truck bed to the rear edge of the base rail closest to the tailgate. That measurement for a 1999 Ford F-350 Super Duty Long Bed is 32-1/4 inches. This is where the rear base rail will be installed.
Once, the rear rail is installed you will set the fifth wheel hitch in the rear rail and attach the front rail to the fifth wheel hitch to position where the front rail will be need to be located in your truck bed.
