In order to install the Dexter Electric Trailer Brake Assembly part # K23-086-00 on your trailer you will need to install a brake mounting flange as well. Based on the photo you submitted, there isn't room to install a brake mounting flange on the axle but you should be able to install it on the stud just before where the grease seal seats. If the diameter of the stub you have is 1-3/4" then you can use the Brake Mounting Flange part # 4-34 otherwise you would need to fabricate something of your own.

I know this may not be what you want to do but replacing the axle would be the easiest option as you don't have to worry about welding new brake mounting flanges on or worrying about the hub/drums lining up. If you can let me know your spring center and hub face measurement I will see if we have a replacement for you.
