Do the Titan Chain Diagonal Alloy Cable Snow Tire Chains - Light Truck - item TC735DC need the Multi-arm Rubber Adjusters? Also, do the Titan Chain Cable Snow Tire Chains - Ladder Pattern - Steel Rollers - Item # TC1022 need the Glacier Rubber Adjusters for 12 inch to 18 inch rims?

Although they are not required, we do recommend using Rubber Tire Chain Adjusters that come with the Titan Chain Diagonal Alloy Cable Snow Tire Chains # TC735DC to ensure a more snug fit.
The same case is with the Titan Chain Cable Snow Tire Chains # TC1022 that you referenced. The only difference is that these don't come with the adjusters so if you choose to end up using them I recommend going with part # TCOA1.
