What should I torque the 21mm mounting bolts at?

If you check out the installation instructions linked to this page for the Draw-Tite Max-Frame Trailer Hitch Receiver # 75699 that you referenced you will see the correct torque specs for the M14 bolts that already exists on your 2011 Jeep Grand Cherokee. Sometimes trailer hitch manufacturers will slightly change something in the towing instructions which could affect the torque rating so it is always best to check the installation instructions that came with the trailer hitch to ensure you install everything correctly.
