Building a Tandem Axle Trailer with 20000 pounds of capacity My trailer is going to be a bumper pull.Where do I weld the hangers of the springs or how do I know where I can place the hangers?

For your trailer, the axle placement will dictate the hanger placement as will whether you use double eye springs or slipper springs. When positioning a trailer axle or adding an additional axle, the key is to make sure that the axles are located in just the right position so that roughly 10 to 15 percent of the total trailer weight is placed on the tongue.
For a heavy duty trailer like you reference I recommend using the slipper spring # DX65QR along with the Dexter Tandem-Axle Trailer Hanger Kit for 2-1/2" Slipper Springs - 48-1/2" Axle Spacing # HAP-158-258-03. This system is designed for 10K axles.
If you go with a trailer that big as a bumper pull, you want to make sure you have a vehicle and components able to haul it. That much weight is normally a gooseneck or 5th wheel trailer.
