I have the Louvered tailgate and am thinking about buying the insert as well. Is there a recommended bed cover that will help secure access and keep weather off using this tailgate?

The Louvered Tailgate Insert # VI-4000 that you referenced will work perfectly to provide a finished look for the Stromberg Carlson 4000 Louvered Tailgate # VG-97-4000 on your 2015 Ford F-350 when you aren't towing.

For a tonneau cover that will work great on your F-350 to further secure the bed and protect your cargo from the elements I recommend the Extang Trifecta Signature 2.0 Soft Folding Tonneau Cover # EX94720 if you have the 6-3/4 foot bed and # EX94725 if you have the 8 foot bed. This is a really nice, easy to install folding tonneau cover that will rest on top of the truck bed side rails. It features a canvas skin that won't shrink or expand as much as vinyl and a sleek matte black color. When your louvered tailgate is closed and locked with the insert in place the cover will be locked as well since you cannot access the mechanism to open it without lowering the tailgate.

I have a 2008 Ford F-250 super duty short bed. I have a fifth wheel hitch in the bed and want to make sure the Extang Trifecta Signature 2.0 Soft Folding Tonneau Cover will not interfere with the hitch when folded up to the cab. The truck bed rail to the back of the hitch is 29”. How wide is the cover folded up? Thanks

When the Extang Trifecta 2.0 # EX94720 is folded up it will have a width of 32", so it doesn't look like it will work with your hitch in place. Your best option is likely with a soft roll-up cover like the Extang Revolution # EX54721.
