The part you mentioned is no longer available but there is a compatible Rhino Rack roof rack that will fit your 2014 Toyota Prius c.
What you need is the Rhino-Rack Vortex Aero Crossbars # RRVA106B-2, Rhino-Rack 2500 Series Legs # RRRLKVA and Custom DK Fit Kit # DK351. This is a locking roof rack that uses aero bars to help minimize the amount of wind noise you would otherwise encounter with square or round bars.
I have added a photo of this rack installed on a '13 Prius c to give you an idea of how it will look when it is on your car.
