Could these steps be installed directly to the tailgate of my pickup? The camper sits on the tailgate, there is enough space and clearance.

If you were willing to mount the mount bracket of the Brophy Scissor Step kit part # AS23 to your truck's tailgate yes this will fit and work well for you.
