Question:

In all photos and the installation instruction video, this sway bar is shown mounted on the passenger side. I have a 199 Coleman Utah popup that has the factory jack located on the passenger side. I have seen in responses to other questions that this part is recommended for installation on the driver side with a welded tab for the ball adjacent to the hitch ball. Looking for explicit confirmation that this item can be installed upside down on the driver side of the trailer A frame, with no negative consequences, or limits on function.

The Reese Friction Sway Control Kit # 83660 referenced in your question can indeed be installed on the left/driver side of the trailer. To do this you just need to remove the slide bar and reinstall it upside down like you mentioned. This is absolutely okay to do and it will not result in limited function or any negative consequences. I have attached a link that will take you to another expert's answer page where he demonstrates exactly how to do this.

As you also mentioned, to install a sway bar like this on the driver's side, you will need to have a weld-on sway bar tab # 3442 attached to the driver side of the ball mount.
