What are the measurements on center for the four bolts on the mounting plate?

Actually the bracket of the Round Snap Ring Swivel Jack w/ Footplate # TJB-2002S-B that you referenced is designed to be welded to the trailer frame. There would not be enough room to fit bolt heads between the bracket and the bracket it pivots on that's on the hitch body.
