It flashes an error code with or without trailer connected. But the brakes still work when connected

The Draw-Tite Activator Trailer Brake Controller # 5504 you asked this question from has some trouble shooting in the owners manual. I've attached that manual but have also attached the photo of just that guide.
If you have a different model controller, let me know. Also if you have a screen on the controller what is the error code you see?
