Thank you James. Can you recommend ropes / cords to tie items down? Also, are there locks for the top of car storage bags?

The Curt Cargo Carrier part # C18110 would work well to carry a desk as long as the dimensions of the desk are compatible with this carrier. The platform dimensions of this carrier are 47 inch by 19 inch and this has a 300 lb weight capacity.

The Erickson Ratchet Straps part # EM05710 would be a great option. These have a 400 lb capacity and would work well to secure a desk to the carrier. The hooks are compatible with the holes on the carrier to use for securing. I am sure you could lock a cargo bag to a carrier with a cable lock like # e98891 but there isn't a lock system designed for keeping a cargo bag closed.
